Large and small entities alike vehemently oppose enhanced rulemaking authority for the USPTO. The reason is simple; USPTO management has bureaucratic tunnel vision. They have demonstrated a profound disrespect for the essence of the patent system. They have become increasingly prone to cozy up to the worst corporate players, often promoting those company's interests at the expense of those who actually produce important inventions.
